Guidelines to Independent Safeguarding Authority (ISA)

VETTING AND BARRING Scheme (VBS)

(Additional Legal Requirement to CRB Process)

 

The Government has introduced new legislation which will affect everyone working and/or volunteering with children and/or vulnerable adults.  This legislation affects many industries and activities, for example, teaching, nursing etc.  Football is just one activity required to conform to the new legislation.  Key factors Leagues/Clubs should be aware of:-

 

Legalities: - Clubs must make sure the required individuals are registered on the VBS and must NOT knowingly recruit an individual known to be barred on the VBS and a barred individual must NOT seek to work/volunteer.  This would be illegal and prosecution can result.

 

The key is to be aware and prepared.  The CRB process has not been a legal process – ISA is.  Registers will hold the names of those individual’s who can work with children and vulnerable adults and those who cannot – i.e. barred.  Registration and monitoring in many ways is very similar to the current CRB and online processes, with some additional updates.

 

To identify those that have to register an individual needs to be involved in:-

1. Regulated Activity – this involves contact with children or vulnerable adults and is of a specified nature: - eg teaching, training, supervision, care, advice, treatment or transport.  

 

2. And is dependent upon the amount of contact – Frequently (once a week or more).  Intensively (takes place on 4 days in one month or more). Overnight (between 2.00am and 6.00am).

 

 

ROLES IDENTIFIED BY FA WHO WILL NEED TO REGISTER (who meet the Reg Activity and amount of contact):-

Coaches/Managers – YWO – CWO - First Aiders – Medics - Physical trainers - Drivers who regularly drive children on behalf of the Club or organisation

 

ROLES IDENTIFIED by FA WHO DO NOT NEED TO REGISTER :-

Parents carers who drive their own children - Parents who drive other people’s children, (personal arrangement) – Administrators - Assistant referees running the line - those helping at one-off events – Photographers - Those who manage Club websites  - Those who collect subs - People who wash kit and or provide refreshments

With the millions who will need to register, registration will be phased in over a five year period – (dependent on whether you have a FA CRB and how old it is).  Below is key information about WHEN registration is required.

Who Registers Individual and How?

 

Registration can be made by an individual/employer and therefore a volunteer in your club may already have a 16 digit registration number via their employment.  For Clubs to register a new volunteer an updated CRB/ISA form will need to be completed and verified (as before in CRB).  Registration for ISA is done ONCE and is portable.  Therefore, if a Coach has had to register via their employment as a school teacher, they will not have to register again for football. 

 

An online registration facility will be available.

 

Will FA CRB’s still need to be completed?

 

Simple answer – YES.  Both CRB and ISA Registration can be done together or singularly, the form allows for this. 

WHY? Registration to ISA will result in either registration or being barred.  Certain offences will result in an individual being barred.  The FA CRB process continues to allow for full information about offending history to be assessed, therefore assessing the risk within football.  Someone not barred may still be inappropriate to be involved in Football and which could result in a FA Suspension.

 

ISA/FA CRB - Monitoring Registration and online checking

 

Registration Process:

Upon receipt of application, a letter with a registration number will be issued.  (It is important to remember that the full checking process has not been completed at this stage so individuals should not be left solely with children or vulnerable adults). 

 

The Safeguarding Children Online Service will be updated with a new column for ISA status – it will read either Monitored (someone has registered) or Not Monitored (they have not registered).

 

 

 

 

 

 

 

 

COSTS

 

For volunteers their will be NO charge except the administration fee.  Exact costs to be confirmed.  If individual registers as a result of their employment the cost is £64.   It should be noted that if an individual register’s as a volunteer and then is required to be registered due to their paid employment, the fee (£64) will become payable by them.

 

 

MOVING FORWARD . . . . . .

 

This guide is a brief outline of some of the key information Leagues/Clubs will be need to know.  No doubt there will be many questions, with the FA still awaiting clarification on a few issues.  In order to support Leagues/Clubs as much as possible, surgery evenings will be arranged and will run on a drop in basis for questions.  These will be planned to take place in late summer.  Full details to follow.
